hey. i have long, thick, light brown hair with bangs.

this is exactly what my hair looks like except it's straight.

use the biggest rollers or curling iron you can find. wash with a shampoo and conditoner for curls, rub a dime sized amount of curl creme and either put in rollers over night or curl with a large barrel curling iron, then loosen them up with either a bit (very, very little) more of the curling creme or a bit of gel. lightly spray to set.

You could either get it done professionally at a hairdresser

or

you could do it yourself with a curling iron. If you don't have a curling iron, you may as well just go to a hairdresser. If you do have a curling iron basically only curl the ends and a bit in the middle where you think it looks good, and then hairspray it :)

Lol. No perm will have that effect so that's out. The most likely thing to get you that look is a curling iron. Depending on your hair, it will take a while to do. Also, get the right size of curling iron. Just a little over regular size should get you that look. And when you curl with it, don't twist it horizontally, twist it vertically. And hold it that way. Hopefully you know what that means. It's the best I could explain it. Lol.
