When you scrunch your hair what do u do so its kinda wavy?

i get out of the shower and leave my hair alittle damp and put moose in and scunch and then after awhile i put hairspray in it when i'm done and then blow dry alittle bit...help so i get it a wavy scrunch if u know what i mean

someone told me that when its still wet put gel in it and kind of scrunch it with your hands im not sure though
